Will a policeman/policewoman be able to help me as a tourist?

Yes, if you have questions or need assistance you can always approach a police officer and they can usually answer you in English, Dutch, and Spanish. In Curaçao we also have a special police force (Politur) which has been trained specifically to help tourists with issues they may have in multiple languages. They have offices at Mambo Beach and the World Trade Center:
